Where to find a good dress shirt to wear under a suit with a tie?
I am looking for an all white dress shirt to wear under a suit. I've had numerous in the past but they look sloppy and I never bothered to buy a new one. They looked sloppy because the ties didn't get a close fit with the shirt collars near my neck. A right shirt would probably prevent this and allow the tie to reach the very top of the shirt allowing no droopiness. Is there one under $40 to look into? I am based in NYC.

Maxwell hits most big cities twice a year and it takes 3 months to get your shirts. It's $60 a shirt and they never miss a measure. You choose the collar style, cuff style, fabric, colour. Hands down best value for money and I won't go anywhere else for shirts.
What's the price point for the suits?
I don't know about the suits. From my experience, and unlike a shirt which is a one time measure, getting a suit properly tailored requires two or three visits. Given that Maxwell's only sees you once, I'm not sure how reliable they would be. Plus, after a bad experience with Indochino, I prefer buying suits off the rack and get my old Portugese tailor to adjust them as necessary.
Used to have an old Italian guy do mine but he's barely able to work now. Shame, it's so hard to find a good tailor.

These days I just buy new Borrelli, Barba or Mattabisch shirts from various Ebay stores. I know my size and which models fit me...they go for around 100 bucks a piece.
