In all honesty the target school breakdown is essentially an indicator of alumni network. Very few non-targets will have more than a couple IB alumni, so shoot for the highest ranked school (in the E/NE) you can find. WSO has a good list of schools ranked by career outcomes.

IU Kelley takes the cake for non target. Honestly if you're set on IB its a better play than Ivy League. Girls are way hotter, bar scene is incredible and cheap, workload is like 3 hours a week, and if you get into the IBW you are set for recruiting. 

Also BC, Notre Dame, Penn St, UF, UT Austin, NYU (though it is definitely a target) are great as well.
