Best way to model orders and revenues?

For companies that report both orders (including order backlog) and revenues quarterly, what is the best way to model both out?

Do you model out orders, and then drive revenue as a % of the backlog each quarter?  Or do you model revenue first, and then model orders and sanity check them?
