Elliott activity

Today Elliott was confirmed to be the probable winning horse to acquire Citgo (Venezuelan state O&G downstream assets that defaulted with ~$20bn in debt)

After this, are they the non-strategic most active O&G institutional investor at the time? Given its involvement in Phillips 66, BP, Marathon previously, etc. Does the industry has the right tailwinds and secular strength for them to deploy that much capital?
