How long after an interview with biz dev at an MM can one expect to hear back? Do they sometimes not follow up, and instead just keep your file and then reach out when there's an opening that fits your profile?

Given we're coming out of earnings season, I'd give it another week. If still nothing, it is likely the hiring PMs did not think you were a good fit (regardless of the positives about you that BD told them).
If u only talked to BD I would say not hearing back is pretty common. BD basically like headhunters they r not rly interviewing you. They just collect resumes and shop you to PMs. They are aligned with you because signing offers is how they get paid.
