Honestly, it sounds more creeper than anything. You are better off asking that same person whom you wanted to introduce you to this guy to do it with out any pre-amble of how you were watching him while he was with his family. If you feel so inclined to bring this up, its much better done in passing, AFTER you have already met him (as in during your intro conversation) and you can leverage this occurrence as a way to help further cement your new relationship going forward.
