S&T -> HF Transition

I had a question that could potentially stem from my limited knowledge of the job, but how do so many S&T folks exit to HF seats? From what I'm aware, most of S&T is made up of fulfilling client orders vs actual prop trading / thinking about their positions, so how is this skillset valuable in the HF industry?
