Who seeds quant hedge funds

The large multi managers do but a few like tower research function as quant only pod shops (other like sumo, hull, gelber, DV do this too). Usually they focus on a certain strategy type (i.e. tower pure HFT) and want a record of a certain sharpe ratio on real trading, which is hard to have unless you already worked in a similar situation.
