Constantly rejected pre HireVue?

Recently finished up an internship at a top BB and was fortunate to get a return.

I’m re-recruiting for personal reasons across tech and finance roles, but constantly get dinged before anything pre-interview.

On paper my resume is great - have lots of great experience and some interesting personal feats. 

I know once I get an interview I’ll be able to better sell myself, but I have literally no idea how to get there. 

Strangely enough, I seemed to get more traction LAST YEAR before my internship?

Anyone else experiencing something similar?
