Does Being Non-Target Still Matter for Lateraling?

Pretty much title, my school is a target school but non-target for one specific BB that hasn't hired a single person unless from diversity program in probably 5 years. Enough insanely qualified kids I know have gone to places like GS, Evercore etc and still not gotten an offer for this one specific BB so it isn't just an unlucky streak. Curious if interviewing for lateral positions if it matters still

Nope if you have a year or two experience the group will deal with hiring you directly, instead of a generalist analyst program recruiting team

If you're truly a target and that BB hasn't given offers, there's either 1 person high up in recruiting who dislikes that school, or they've had a bunch of people from there renege. Either way as a lateral you wouldn't really deal with the same hiring team
