It is for sure possible if you are in IB at the tier-3 bank. I have seen that happen on two occasions, both leaving Nordic banks (which are arguably tier 4-5); one for GS London IB and one for JPM London IB. Both at A3 - Aso1 level.
I moved from a tier 3 IB coverage group to a lower/middle tier BB in NYC a few months ago. Definitely possible if you leverage your network and can speak about your experience to date.

I’ve seen people move from DB/Noruma/BNP/BMO type banks IB to GS, MS, JPM, Gugg, IB roles etc so it can be done.

Can you give a couple examples of what you consider tier 3? Don’t have to dox yourself but I don’t really know what that means

Is it easier going to a Tier III bank to a Tier II vs a Tier I? No, it's harder. Everyone knows Tier II banks are the most selective.
