Have to pay £4400 if I quit within the first year as analyst

I live in the EU and will start FT as an analyst in London soon. The bank is sponsoring my tier 2 visa but if I resign within the first year I have to pay 100% of the visa expenses which amount to £4400. The 2nd year it's 50% and 3rd year its 25%. Is this normal procedure for all London banks?
