hiring decisions - technical guy or more personable guy?

ignore title, going through the summer analyst recuiritng grind and wondering how decisions are made for hires. between a guy who knows his technicals really well and also has strong industry knowledge but may be a little cocky but still personable versus a guy that is really personable and friendly and nice to be around but less technical (but still does well on the technical interview), who is the more likely to get hired?
