Hiring Manager Q

Might be a very stupid question, but how do people normally find the exact hiring manager (name) whom you will address to on the cover letter? I have done my research everything and found a few who are possibly in charge...Not 100% sure which one is the one who's gonna have the final say. Let's take GS for example, since we can apply for different regions, are there several hiring managers for each region or just one for all ? or should I just address "dear hiring manager"? I Swear I am not lazy...I tried everything I can but still not 100% sure. Plus I am not a fan of social media (at all). I just do not want to make the mistake that might cost everything

So many excuses, boiling down to the fact that you've been unable to do effective research on your own. Hint: there are no "hiring managers".
