Joining a startup

Hi guys, i have 3 years of IB experience and want to join an early stage startup to build something cool. Looking in the middle east and UK.

Id like to start reaching out to startups to discuss opportunities with them and I was wondering if anyone could share what they think is the best way to find startups? ofc personal network is great but what about recruiters / conferences / incubators?
