Pay Relative To Cities

Quick question about pay,

Surely incremental pay-raises aren't harmonious amongst cities, but how much of a discrepancy is there between Toronto and New York five years down the road, per se? New York and London?

Barring an exorbitant difference, what's the lure to work in a city like New York where the cost of living is so high?
