I was wondering, when Citi states in a job posting "role posed until xyz date", do they view applications on a rolling basis or only after the deadline?
I've already applied but would like to add something to my CV, so I would need to withdraw the initial application and apply again...

They review the apps (and reject like in my case) on a rolling basis - the earliest I got dinged was like 3 days after applying but some took longer - the majority before the deadline though

Not OP, but email in to whom? Assuming an individual applies without a referral
HR, they then usually update it in the system for you or forward you onto the respective hiring manager. Tends to be more impactful and quicker process at boutiques vs. BBs, based on my own personal exeperiences
