When exactly do you resign when lateralling

Hi all, thanks in advance. 

I'm at a Big 5 in Toronto and am lateralling to a US BB

I have a written offer in hand with salary, and have done about half the background check. 

The US BB is saying once they have the signed offer from me, the second half of the background check will start and they will start the TN visa application. 

Should I hand in notice to my current employer now once I've signed the offer?
