Why would anyone invest in projects in the 1980s and 90's?

According to the link below, the risk-free rate was around 6-8% in the 1990's and 8-15% in the 1980s. Based on this, why would anyone invest in anything but treasury notes? Wouldn't the cost of capital of any venture be extremely high?
