If you don’t want to take the offer, why does it matter if you’ll be blacklisted?
Regardless, in my mind, a “pre-offer” letter is not the same as an offer, and thus you are still free to do as you please. You can just say you signed an offer elsewhere and want to withdraw from the process.
I might want to apply again to this firm one day so ideally would not want to get blacklisted. Do you think the employer will get pissed if I decided to not complete the background check (was already sent one) and inform them that I plan to go with a different offer?
