EMEA recruiters - how do you screen applications?

A question for recruiters who screen EMEA applications: as applicants' grades, educational systems, honors, experience opportunities differ from country to country, how do you choose between them? Is there any bias against (maybe towards?), say, russians? Please share some experience on screening applications for EMEA recruiting. The question is asked as east europeans with excellent grades and experience not much different from, say, UK guys may experience difficulties securing interviews, as compared to UK guys.
