How to ask if I can use someone’s name as a referral?

So I’ve been taking networking calls with teams that have openings for positions I am interested in. It’s obvious that I am calling because of the opening, but is it okay to ask if I can use their name when applying for positions?

You have the right idea that they already know why you're on the call. It's pretty universally rude to ask for a referral (assuming they aren't a close family friend etc.) The people who really like you will suggest that you should give them your email, say "I'm pretty involved in recruiting, I can put in a good word", or generally do something to give an indication they might refer you. Focus on building rapport and a relationship, and the referral(s) will eventually come naturally.
