(NY) How long does it take to get a written offer after background check

As some of you guys may know, the hiring process changed due to recent NY law changes. It is now the following:

  1. Verbal Offer
  2. Background (Education and Employment) Check / Relevant Screening
  3. Written Offer / Acceptance
  4. Criminal Background Check
  5. Start after giving the required notice

How long does it usually take for the HR (large banks) to get you a written offer after clearing the background check? I thought they would have everything ready to be fired off as I was going through the background check (as it took a week or so) but it doesn't look like that's the case here?
