Why agree for a call/meeting, not show up, then ghost?

Send cold email -> get response -> banker/investor/PM agrees for a call/meeting -> they accept calender invite -> doesn't show up to the said call/meeting.

And then when sending email to remind them / reschedule if they are busy, just ghost you. TF?

Just recently, one dude went as far as to say "hey I won't be able to do today, let's reschedule for tomorrow" after I was waiting for 15 mins. Then I told him of course I understand and I can do anytime tomorrow, ask what time suits him best. Then he didn't reply. Then I followed up the next day, and the next week. No response after let's reschedule.

Why?

I have never had this issue even once with US bankers from analysts to heads, but don't have a work permit or special visa there.

It's only people in Canada and London/UK, where I am authorized to work. And it's happend more than enough to be frustrated af about it.
