Andrew Garret INC/Series 7 Sponsorship?

I'm currently in the process of trying to switch fields into the financial world.
I had an interview with Andrew Garrett INC in NYC, was offered a position, however, was informed that the first step in their process is that you put up the fee for the Series 7 & 63 along with the appropriate books to study. You then begin studying and give them a call when you feel you are ready for to take the test. Only after you take and pass the test do you begin working there as a trainee. Wondering if this is normal/legitimate? I have no problem with having to pay for the test and I wanted to have the licenses to put on my resume' for other jobs throughout the city. Overall question I guess I have is , has anyone heard of Andrew Garrett INC, does this offer sound legit? Or does anyone have advice on firms/brokers who will sponsor you for the exam that you believe would be a better alternative to Garrett INC?

Usually it's the responsibility of a company to pay for the Series 7 and 63 tests. I am pretty sure this is a broker position, which means you will be cold calling investors all day to get clients.
