Could there actually be a cap on interest rates for credit cards?

Looking at the recent earnings from JPM, and what their CFO said about about capping interest rates on credit card being an overall negative idea for the economy, do you think a cap could actually happen?

Would this just result in credit card companies giving less credit cards to people who are most likely to not pay back?
