Pigeonholed in Government Job | Ideas to Move?

Since university, I've had an unconventional career trajectory. I turned down a BB Equity Research role and risked it for a more interesting role at a FAANG in Product/Risk Ops. Here to fish for ideas and gather some perspective about where I could do next. 

Semi-target UK graduate.

1st Yr | TC: €60k | Product/Risk Operations @ FAANG
2nd Yr | TC: €85k | Ditto (Promoted)
3rd Yr | TC: €80k | Laid off (7-months unemployed)
4th Yr |  TC: £42k | Project Delivery @ British Civil Service Tech-related Department.
5th Yr |  TC: £45k | Ditto

My current role is an easy 10-5, in an emerging technologies area (think AI/Space/ClimateTech). While interesting, there's no prospect of any substantial career progression, and the pay will remain similar - nowhere similar to Tech (or what one could have made in Finance).

The priority is to get back to at least what I was earning before, but it's tough to break back into a similar role I had.

Some ideas I had were risk management in a bank, a pivot to tech consulting (MBB?), or a product role at a start-up. Not keen on doing an MBA before I've exhausted other options.

TLDR: Thoughts on how to move from Product @ FAANG --> Project Delivery @ Goverment --> Fancy High Paying Option.
