That's really not too bad, and at a lot of non-targets or semi-targets, it needs to be done to begin establishing somewhat of a network. You can think of these organizations ("barriers to entry", as you put it) as a preliminary screening process. Either way though, it doesn't seem impossible to go around these barriers and go through OCR anyway
