That’s one way to look at it - but it also implies few things: fund is not growing and could be shrinking thus progression could be tough for the long term. Also if they struggle to fundraise it means that they have poorly performing companies and it’s much more stressful to manage them, partners are usually super sensitive about these things making you work like a dog for this shitty portco etc…. Just things to consider that come together with a weak fundraise. 
I know a partner well there and they are under tremendous pressure for this new fund - it will either bring them back into the game or sign their fate. Previous funds had too much volatility in returns - with either 0’s or amazing exits.
