It is just notifying you that the particular tenant is paying above whatever you have modeled as market rent in your market leasing. For example if your MLA is $5.00/sf but you have a tenant paying $5.50/sf Argus will display the mentioned "OVER RENTED", but if you bump up your market rent in your MLA to $5.50/sf it should go away.
