How can foreign investors buy property in another country?

I am being lazy. But the question i am going to ask is long and google will not be able to answer like an professional or a knowledgeable person would. So i keep hearing that foreign investors have hiked property prices in toronto and vancouver. I have also heard that many flats in chelsea in london (UK) are owned by chinese investors. But then i searched that its not possible or easy to buy properties in any country an investor wants. I want to know :

1) What are different ways to buy a property in a foreign country

2)Which countries have most liberal laws when it comes to real estate?
