You have one year left...stick it out. But if you really don't enjoy your course, don't pursue it further. Ultimately its a choice and if you feel you can go somewhere else and enjoy the student experience, do it.
From my understanding, it is too late to apply.
There are scholarships out there that are either needs-based or academic but are extremely hard to get. You would most likely have to fund it yourself.
Most likely although transferring from an international university still possible.
SAT/ACT
There are a lot of summer school programmes.
In all honesty the decision is yours. People will tell you it's one more year or that it's LSE and you have to be able to weigh up the pros and cons. As Yoda-like it sounds, do what you feel is right.

Can't you just call your target schools and ask them? If you're in love with your target schools in the US and are able to attend now, go for it.
If it's too late to apply / will take 3 years in the USA, maybe complete your final year at LSE and then do a one-year masters in the US immediately afterwards. There aren't that many one year programmes for fresh graduates at Ivy league level schools though. You should have enough time to apply and it will give you motivation to get good grades this year.
