Not in a d**k way or anything, but neither are well represented in IB. I think UCLA does decent in the West Coast, but during my time working in IB in NYC, the only California schools I see over here are typically Stanford, UCB, or USC.
If these are the two best options, though, I would go with UCLA. Higher chances.
