Is Cornell undergraduate generally a target for IB? Specifically, is there a difference between the different colleges (eg. arts and sciences vs. dyson)?

Yes target from any of the schools, but Dyson AEM is the best placement overall.
Yes it is a target. College does not matter. Perhaps Dyson has a slight advantage, but as a a current undergrad it is the finance clubs that help you prep the most regardless of your college/major.
