MBA Veterans Clubs - Foreign Service

Im prepping for the MBA application process and have some questions:

1. Are most MBA vet clubs in the US accepting of students with service in foreign militaries (I.e. Canada).

2. How far in advance of the application cycle, (if at all), is it appropriate to reach out to these clubs for my target schools?
