Non Top-25 Regional MBA's - worth it?

What are your opinions on regional target MBA programs? I work in commercial / corporate banking, and many people in this field don't have MBA's (let alone from a top program). Think the following:

SMU (Dallas) Rice (Houston) University of Miami (Miami) Emory (Atlanta) USC (Los Angeles) George Washington University (DC)

Trying to decide whether or not part-time programs in this category are worth the time/money....

Whether it's worth it comes down to cost. Paying the full rate? In my opinion, no. If it's free or almost free (school gives you substantial scholarship or your employer paying for it), then maybe.

Does the new Trump Tax plan change the calculus for B School admissions since full tuition scholarships might be taxed as income, effectively reducing the scholarship.
