Naturally the GMAT can be improved but please assess with the 650
With the 650 and assuming growth in your responsibilities on the job, I evaluate as follows:
Kellogg -- I don't think it pays for you to apply. Stretch: Cornell Johnson, Washington Olin, Foster, USC Marshall Competitive: Mendoza, Carroll
If you think you can raise that GMAT, I'd encourage you to do so.

The 650 GMAT is below average for all of the schools you list. That said, since adcoms evaluate candidates holistically, you may be able to compensate elsewhere.
Since you have an undergrad degree in business and a CA designation, you would be a viable candidate for Kellogg 1Y and Cornell 1 Year MBA. These programs may be more forgiving with respect to the GMAT score.
Absent any information about your leadership or engagement at work or in your community, it is difficult to give clear guidance.
Assuming that you will be applying to start a program in 2020, I would encourage you to do a comprehensive self-assessment and get to work on addressing any weaknesses (either real or perceived). A key area for work would be your standardized test. I don't know if the 650 is your first try without much work put in or if you have maxed out on self study, formal classes and personalized tutoring and this is the best you can do.
