Yep, even tougher than IB. There's an old BCG list that exists from like 2017 that only has Oxford/Cambridge/Imperial/LSE in the automatic screen-in, not even UCL/Warwick.
That said, you do occasionally get people from other RGs get through. Helps to attend events and get your name down in HR's book. Once you get an interview, your university doesn't really matter.
