UPenn CAS vs Wharton

I'm a high school senior applying to UPenn. I'm not sure if I should apply to either CAS or Wharton. My extracurricular is centered on business and finance activities and attended a Wharton Summer Program once. I was going to apply to CAS because it might be less competitive and I'm not the strongest applicant, but I'm worried if they would think I'm just trying to backdoor to Wharton. (kind of true though). Where should I apply? If it's CAS, how should I write essay about it?
