What MBA UV should I apply to?

Hi, I'm looking for some recommendations as to which MBA UV(s) I should apply to/I have a good shot of getting in.

I'm a Mechanical Engineer with a minor in Administration from ITESM (which is a top UV in my country, Mexico, but probably not so well-known internationally), my GPA is low (83 out of 100, not sure what the conversion to 4 point GPA is, some sites state it's 2.5ish, others 2.9-3). I recently took a Financial Econometrics course at EGADE (ITESM's postgraduate school) and got a 95/100 (3.9-4 gpa). I'll also be sponsored by my consulting firm for a certificate in Business Dynamics at MIT Sloan.

I recently scored 740 in the GMAT on my second attempt (first attempt was 680) and I have a 109 on the TOEFL IBT (when I took it I was stressed and tired, I can probably do better if I take it again).

I'm currently working as a Business and Operations consultant at a small firm (about 40 employees, Fortune 500 clients but the firm itself is pretty much unknown outside of Mexico), we have a few international clients and I've had the opportunity to work with them in South America. I worked for 1.5 years as a business consultant and was recently promoted to project leader. I'll be applying in the first round in fall 2013, so I'll have about 8 months as a project leader when I apply and roughly 3 years of work experience when I start my mba, if admitted.

I'm also co-managing a community project, although because of work-travel I haven't been able to fully commit to this project. However, I've talked to my principal and he'll try to assign local projects to me, so hopefully I'll have the next months to work on this project.

My "dream" target schools would be Wharton and HBS, although because of my low GPA and no-brand work experience those would be a long stretch. Would I have a shot at other top 15 MBA's in the US? Which one(s) would you recommend?
