Getting Into Consulting Advice

Good Afternoon guys,

I am currently finishing my undergrad in a top liberal arts college with a degree in Molecular Biology. I was planning to go into medicine/PhD, but later decided it was not for me. I discovered consulting quite late, and thus did not apply for any internships sophomore/junior year - most of my experiences are research: I have a couple of papers published (2nd and 3rd author) + basic pre-med leadership activities.

During my senior year, I applied to most big consulting firms, got a couple of 2nd rounds but was eventually rejected everywhere. Seeing no luck I applied to 1 year MS in Business Law/Healthcare Regulation from a target university and got in. I have a decent GPA (3.6 range) and I am hoping to study extensively over summer for case interviews/self-learn CS. My question is: If I reapply as an MS student from another university will I still be considered if I was rejected the year before? I know my stats are not stellar but is there hope or should I go for Ph.D. and apply to consulting through that direction?
