HL & Piper have top MM C&R teams. Piper's consumer team (led by Janica Lane) is based out of SF though, while HL's (led by Jay Novak) is headquartered in Chicago. Baird and HW (top for sponsors related activity) are solid too, but not as strong as above. These teams aren't necessarily small though. If size really matters you should probably look into to boutiques like Cascadia and North Point.
