How does the first choice/second choice location work when it comes to receiving the offer?

Just wondering what the logistics were when it comes to receiving the offer based on your locations. My buddy and I made it to the final rounds in Houston almost a week and a half ago for a FT analyst position. He picked Houston as his top choice and NYC as his second while I put NYC as my first and Houston as second and as of this morning he received an offer for the Houston office while I am still waiting to hear back (haven't heard good or bad news) and I am a little nervous (although HR did tell us they would get back to us in 2-3 weeks from the final rounds since we were the first set of final round interviewees).
When it comes to getting the offer do the have to finish interviewing for ALL offices until giving an offer out for any office location or do they notify candidates with offers after your specific final rounds are over? Also if I don't happen to get the offer in the NYC location does that boot me out of the running since the people who have put Houston as their first choice are receiving offers?
If you interviewed final round in Houston than you were chosen for the Houston office. Probably because your school is a target for the Houston office. Either way, offers are being handed out immediately so just sit tight and focus on your next interviews and maintain a positive attitude.
Banks/groups don't ding you because you placed their office as a second choice. They take whoever they feel is the best candidates and talk logistics after.

It's been a day and I still haven't heard back with any sort of good or bad news at all. Should I assume a ding or should I wait it out till the estimated waiting period HR told us and at the end of the third week (i.e: end of next week) to follow up with them?
