Tough call. But at the semi-targets you can get lucky and find an alum who can hook you up.
Why would going to a different school make that big a difference in your GPA? If you could only get a 2.5 don't move, but I don't understand the logic.
Definitely a "semi-target" (based on your list). Although I would say Duke, Haas, Ross (and maybe Gtown) are targets.
You would have a hell of a tough time breaking in with a 2.5, even if you were at Harvard. There is serious grade inflation at a lot of targets and semi-targets so, when you have literally hundreds of kids running around with 3.6s and 3.7s, a kid with a 2.5 isn't even getting interviews for front-office positions, let alone offers (very rare exceptions, of course). You should go where you can get a high GPA, meaning over 3.5. At the same time, why do you think your GPA would drop from 3.5 to 2.5? If you are focused, your GPA really shouldn't drop that much.
