Barely meeting GPA Cut off Enough?

I have heard the GPA cut off is a 3.3-3.5+ depending on the firm. My question is: does meeting the GPA minimum cut-off, even barely, make it so that your resume will at least get a look? I wonder if firms place a 3.5 cutoff but expect at least say a 3.7+ in order to consider the rest of the resume/experiences.

For instance, if a candidate recruiting for SA positions has a 3.55 and the cut-off is 3.5, will his resume at least be considered or will it just be tossed out? Let's also assume this candidate networked. Thanks!
