Networking and applying -Network then apply for SA or apply then network? Crazy early app deadlines

With the extremely early SA 2019 recruiting process I feel like strategies are changing. I wanted to know thoughts about applications:

Is it best to apply then network? or network then apply? Does it matter that much? For example on JPM's SA app it asks if you know or have spoken or something like that to someone in the firm and put their name down in the application

As in the past I know people would start networking over the summer for the next summer internship but now I know apps are already out right now and have not even been able to network that much.

Hey man-yeah it is just so crazy about how early it is. What date/info did your JPM rep say? I know people who applied asap had first rounds and I think phone interviews maybe this month and next? not too sure...
