No offer - manager's advice

Currently interning in S&T at a BB in singapore and internship is about to be over. Did very well (top ratings in every category and overall for both midterm and final appraisal) but my manager told me that the headcount of the group has been cut and he's pretty sure he will not be able to extend me an offer. I will be applying to both SGP and London offices for full time.

He gave me two advice.

  1. He told me to tell HR that I am not interested in an offer in SGP (because I wont get it anyway) and would like to be considered for London.
    He told me the reason for doing so is that when I go into an interview for London BBs and the interviewer ask if I got a return offer, I could simply say "I am not eligible for a returning offer because I was being referred for the London office and am going through their recruiting process, since London has always been my first choice."

  2. He told me to take a copy of my signed appraisal to interviews. For London BBs, I would show them my appraisal and basically tell them that I would have gotten an offer if I wanted to return to SGP given my top of the class ratings. For SGP BBs, I could just show them I did really well but they dont have headcount.

What do you guys think regarding both advices?
