No response after coffee chat/interview for IB internship went well. Next steps and what level of persistence to apply?

Context:
Reached out to VP of the domestic office for a coffee chat mentioning I was interested in applying to their overseas office for the IB summer internship in my outreach.

First thing in the call he explains that there are favorable attributes to my cv but the concern was two months was too short. Nevertheless, VP interviewed me on the spot for the overseas office. Although I was able to answer questions, my responses could have been better had I known it was going to be an interview. Overall interview and conversation went well (imo).

Towards the end of the call, VP says he’ll speak with the overseas office again. Also suggests I reach out to him if I ever wanted to work in the domestic office, and even if it can’t be arranged he’d be happy to connect me with his friends at other firms in the area. I respond I’d be happy to work at either office. He reminds me to confirm availability for the summer before ending the call.

Next day I confirm with him via email that I have 4+ months to work with. After two weeks without a response, I follow up expressing my interest again. No response either.

Additional context:
VP is in b-school and is working part-time, only a day per week, but I’m ruling out the possibility that he hasn’t seen my emails.

Question:
- Confused why VP was forthcoming mentioned above but I’m not hearing back. Seems weird if it was just to be nice.
- Is it a lost cause? Is there anything else I could do that would prompt a response from VP?
- Should I reach out again and what should I say?

Curious if other people have been in this situation and ended up with a favorable outcome by being persistent.
