Some questions on modelling

Hello, everyone!
I have some some questions on modelling. Could anyone help me with them?

1) How to estimate dynamic WACC in case of budget investments. How to estimate required rate of return? Should we use public effective rate?
2) Are there any requirements concerning the method of operating cash flow statement modelling (direct/indirect)? How is it usually done? What does it depends on?
3) Are there any requirements concerning the sequence of Pro forma modelling? I saw 2 approaches: PL-BS-CF, PL-CF-BS. What to choose and why?
4) Are there any restrictions concerning computation of NPV using pro forma of CF or PL? What are the advantages of each computation?
