Student - Networking but at a roadblock

I am a current undergrad looking for employment in CRE. Have been cold calling and sending resumes/emails to VP/EVP, MD and Recruiting Managers at larger CRE firms. The calls seem to go well but being that I graduate in May, I feel like there is a disconnect for getting an interview when they send information to HR.

Is this because roles are typically needed to be filled immediately?

Is there reason to feel discouraged, or would you say it is common until the New Year where recruiting for open junior level positions really start to open up with responses?

I experienced this before. Stay in front of people. Call/ email about deals they just did every quarter/ six months. Even if they don't respond, they still see the email.
